RESPONSIBILITIES:The Research Scientist 1 will support the federally funded (CMS) Medicaid Incentives for the Prevention of Chronic Disease (MIPCD) program. The Research Scientist 1 will report to the Research Scientist 4, the Director of the Medicaid Incentives Research Unit, within the Bureau of Quality Measurement and Improvement. The Research Scientist 1 will assist in carrying out relevant research to determine practical ways to engage Medicaid recipients with chronic disease in preventive health services. Specific duties are described below: work closely with the MIPCD Principal Investigator and senior staff within the Office to operationalize the research and evaluation component of the five year, $10 million MIPCD program in New York; participate in the project planning and research design in conjunction with the evaluation and design subcontractor, the University of Pennsylvania; assist in the oversight and monitoring of evaluation contract deliverables; participate in data collection activities. This includes developing data resources for research, evaluation, and analytical activities from the OHIP Data Mart, the All Payer Database, and/or other extant Department of Health data systems; conduct directed simple and higher level statistical analyses and collaborate with other researchers to produce analytical reports of findings related to the project; contribute to and collaborate with other researchers to produce research manuscripts, requisite reports, and analytical requests. Share findings with other states and stakeholders; conduct literature reviews that inform research and evaluation of the MIPCD program; participate in biweekly conference calls, periodic face-to-face meetings, webinars, etc. with the CMS Project officer and other states funded under the MIPCD initiative.MINIMUM QUALIFICATIONS:Bachelor's degree in public health, epidemiology, statistics or related field and two years of professional research experience in that field; OR a Master's degree in public health, epidemiology, statistics or related field and one year of professional research experience in that field.PREFERRED QUALIFICATIONS:Professional experience with research, studies or projects, which include all steps of research (planning/design, data collection, data analysis and statistical analysis). Experience with statistical analysis of large data sets. Intermediate or better proficiency in SAS and SQL programming, Excel, PowerPoint and WORD.
